HB 1398, signed into law by Governor John Hickenlooper in June 2014, allows legal marijuana businesses in Colorado to establish "marijuana financial services cooperatives", or "cannabis credit co-ops." The goal is to encourage "greater financial transparency in the marijuana industry and mitigate the dangers associated with conducting an all-cash business".[1]
